If that is the Unified Brake Decelerator then it was installed wrong.
First to answer your question "Can I jump towed off motor home"
Depends..SOME chassis might be 24 volt..But the house is 12 and on my coach it is way easier to access the house batteries so that's what I use to jump.
(My chassis is also 12 but you need to crawl under the RV to access it)

A proper Unified Brake Decelerator install has a 2-lead umbilical between Motor home and towed. The blue wire controls brakes.
The RED wire runs to the Motor home's battery (I think a 20 amp breaker, but might be a 40) this should be at least 10GA wire.
The towed end hooks to the battery through the other of those two breaker sizes.
Thus the two (motor home and towed) batteris are in parallel and you should not run down the towed battery.
TRUE STORY (MINE!) Had system installed when I got Motor home... Jan 2 2006 long about 2-3 AM I pull out and check my lights.. NO TAIL LIGHTS ON TOWED.
Hit the parking light switch on towed and drove from Detroit to Jackson, MI.. Picked up a 3rd party and continued on to Las Vegas.. NOT dropping till I got there.. Left parking lights on all that time and no dead batteries anywhere .
8 years later... I had to replace chassis battery on motor home (normal life of this type of battery is 7-10 years.. Dang near made it) Towed did not last that long (Battery was good. Engine failed).
