Whatever is stated in the signed contract is controlling. Additionally, the deposit should be linked or specified in the contract terms. The dealership doesn't get to keep your deposit if it can't comply with the contract terms. The dealership doesn't get to charge you more unilaterally if it's costs are higher. Of course, you may have to, gasp, get a lawyer involved.
