"Most if not all" people drive a little above the speed limit. It's illegal to do so.
Do they ALL get caught, nope. Do the ones that do pay a fine, yup.
However, unlike merely speeding, illegally importing a vehicle and then selling it on to an innocent third party could create a potentially massive legal liability if anything ever happens.
I note, BTW, that my friend no longer denies it's illegal, he now just says everybody else does it and nobody gets caught so don't worry about. Go ahead and do it.
