Cat C7 fuel filters

I want to change both fuel filters in my Damon. It has a C7 330 hp cat.The water separator filter has easy access at the rear of the coach. The secondary filter is monuted upside down on top of the engine and has a sign on it that says DO NOT REMOVE, there is no primer pump.

    our school buses which had 3126 cat motors all had the fuel filters monuted this way,upside down.I just changed them and started motor and ran at fast idle.Never had any problems.
    They also had a drain under housing filter screwed on to.

    When you say updside down, do you mean the threaded portion of the filter is pointing downward? Better yet, can you post a pic something sounds pretty odd here.

    Lacking any other info, it sounds like someone rotated the filter mounting base (which I don't even know is possible), but one would only ask why?
