I don't claim to understand the laws in various states, but this much I do understand, there are some benefits if you are an actual resident in a specific location that someone who is not a resident will not get! 
If I am not a student at Southern High School, I will never be able to check a book out of the school library!  (see)....
If you are not a resident of that location, then you are not entitled to the benefits offered to its residents. It's that simple. The law changed. You are just "out" now. Laws change, you've got to adjust.
