Cheap Handling Fix - Bolt Missing

There could be a couple of problems. Is the sway bar centered correctly or has the bushings worn and let move to that side? If it is leaning to one side you need a trip to the spring shop. As far as the dealer goes, they didn't put the top man on that job just to put a bolt in a spring. They didn't check to see why you were having this problem just put in a new bolt.
