Who would fasten the seat belts for the small children? Do you realize how much longer this would take to run a route? Seat belt buckles would end up being used as something to smack another kid with. Not a good idea.
I drove school buses for 50 years +, including special ed buses with seat belts. The belts do get used as weapons, fastened across the aisle (makes all access very difficult)tied into knots, and anything else you may not imagine they could be used for. School buses are the safest vehicles on the road as they are. Between each window is a steel frame that attaches to the bus frame on both sides and goes over the top. When is the last time you heard of a serious injury in a school bus?
