Ordinarily I would agree, however windows are just one source of water intrusion. Other areas prone to water intrusion include the front cap seam and the marker lights to name just a couple.
Unfortunately, most owners do not address a water intrusion issue until it manifests itself via presence of water in the upper bunk. By that time, significant damage has already been done. Adding cabinetry in this area just provides for further masking of a potential problem.
My personal opinion is that if you do not prefer the presence of a sleeping area in the cabover, then you really should be in a Class A and then you don't have to worry about upper bunk water intrusion issues.
