he has not lost power
the circuits are hot
the ground he is using is NOT the Negative side of the circuits he is testing

sounds like the those circuits, that panel , is isolated , a closed loop, not using what ever ground he is using for the other side of his test light
or just turning on the key is NOT enough
i think he said he tested with the key on
but did he test with the engine running ?
