It disgusts me when I hear of something like that. I have never seen it happening but I have cleaned up a couple of dump stations on occasion before I would (or could) use them. The campgrounds should install a "trail cam" which would give them solid proof, then the campgrounds could charge the people the cost of cleaning it up. Of course, people like that would probably steal the camera.
It is an insult to all of us. If you noticed, not once did I refer to them as "campers". They are not worthy of the description.
