Agreed, providing you eliminated the reason that things heated up to begin with!
If you overheat your brakes descending down a grade and more grade is in front of you, motion is not going to cool your brakes if you are still using them the same way you have been.
If your cooling system is overheating going up grade and more grade is in front of you, motion is not going to cool down your cooling system if you are still climbing, especially if you are pushing the same way you did that got you there.
Pullouts are for getting off the road if your vehicle is unsafe. Keep in mind it can take 2 hours to cool down brakes to ambient.
