Coming down mountains, like 101 south of you, I never get over 40 mph. I use lower gears and when my rpm gets to 4,000 I mash on the brakes hard for no more than the count of 5.
That particular grade (northbound on 101 south of you several miles) is extremely steep and I came down it a couple months ago at 25mph. It helped that there was a CHP weaving back and forth across the lanes to slow down the traffic.
I don't know of any other way to keep the brakes cooler.
