Tires outside don't need to be covered, tires are made to handle the UV rays. They will crack from age not the sun, on the other hand your wheels outside could always stand to be covered to keep the elements from hurting your wheel depending on what it's made of. Inside cover nothing unless your covering everything to keep the dust and grime off that's in the air.
