It always pays to use a meter on the outlet, especially when it comes to wiring. You cannot rely on the color of the wires since you are only looking at one end of the line. If the person that did the wiring, assuming that it was not an electrician, used the white and green wires as the hot wires, the outlet would work fine as long as he did the same thing on each end. Again, no electrician would make this mistake but who knows who actually wired that pole.
understand, the box we were dealing with is a meter box serving the house and was wired long ago, and has been working well for many years. The RC receptacle was added to that meter box with standard 4 wire cable.
