I would say more likely the compressor run cap just failed. This would bring the compressor to a stall. Then the start cap circuit will keep trying to restart untill it fried itself and its wiring from the heavy current. Low voltage yes,but less likely.
However I'm wondering why the compressor thermo protection didn't seem to work.
