What state does not require brakes on a trailer that weighs less than 9999 lbs?
What state requires brakes on ALL trailers, regardless of weight (my utility trailer, from Tractor Supply, as well as most Harbor Freight trailers, would be illegal to sell there)?
Every state law I have seen either requires brakes on trailers of 1500 lbs or more UNLADEN weight, or trailers of 3000 lbs. or more Gross Vehicle Weight.
Some states have a Braking Performance Standard similar to the standard in FMVSS.
Montana has both.
