Actually, if you read the "legal" definition of a 5th wheel hitch/tow in the AZ laws, your jeep & small boat was very legal in AZ, WITH the right tow bar. Had a AHP SGT point that out to me and I have towed double(truck & quad trailer) in AZ since then with NO consequences.
