What state does not require brakes on a trailer that weighs less than 9999 lbs?
What state requires brakes on ALL trailers, regardless of weight (my utility trailer, from Tractor Supply, as well as most Harbor Freight trailers, would be illegal to sell there)?
Every state law I have seen either requires brakes on trailers of 1500 lbs or more UNLADEN weight, or trailers of 3000 lbs. or more Gross Vehicle Weight.
Some states have a Braking Performance Standard similar to the standard in FMVSS.
Montana has both.
In California it's 3000 pounds for a trailer except for a camping trailer and then it drops to 1500 pounds. I have no idea why they decided there needed to be two different weights for trailers. Seems to me like the tow vehicle can't tell the difference between a camping trailer and a utility trailer.
CA is also one of the many "Braking Performance Law" states. IIRC, you must be able to stop a combination of vehicles within 45 feet from 20 MPH on a dry, clean, level, hard surface.
By the way, are those weight numbers GROSS weight or UNLADEN weight?
