TANDLG, I'm sorry for your loss.
On the paint issue, I will absolutely assure you. I've done a fair amount of paint work in my lifetime, peeling clear is caused by poor preparation and/or age. (

Locally there is a '03 DP that I have not seen move since it was purchased. It was on the lot the same time we bought our '03, at that time I had a nice conversation with the folks who bought it. They took it home and parked it, I haven't seen it move since - and I drive by there at least once a week. The clear is peeling badly around the roof edges. The sides are fairly well protected from the sun, the roof edges are not. I can also assure you excessive washing didn't cause this clear to peel either. :W
Mr Mark is right, your MH is now 13 years old, it was age that took it's toll, not poor washing.
Now...had they taken an old school buffer to it was old school compounds, it's possible to burn off some clear, but that would show itself as dull paint marks, not peeling and a case of sunburn.
I think you were closer than you thought with your description of "sunburn peel" as thats exactly what happens over time.
