To film the mistakes that others may make in front of you while on the road. As the article also mentions, some insurance companies are also starting to offer discounts to people that have them on their vehicle.
Cameras don't lie and can be a valuable resource after an accident.
Of course those that are accident prone may not want one in their vehicle so as not to incriminate themselves. :B
