I highly doubt your fuse is good. It is either open or highly resistive. You CAN NOT have 10.5V on one side of a good fuse and 13.5V on the other. A good fuse is a short circuit.
Not knowing how you are checking the fuse, I must also throw in the possibility you have a problem with the Fuse Holder itself ......
EDIT: after reading your method of checking the fuse, I now am sure your fuse is open .... if the fuse was good, the meter needle would remain at zero because the voltage would be the same on both sides of the fuse.
