I highly doubt your fuse is good. It is either open or highly resistive.
You CAN NOT have 10.5V on one side of a good fuse and 13.5V on the other. A good fuse is a short circuit.
Not knowing how you are checking the fuse, I must also throw in the possibility you have a problem with the Fuse Holder itself ......
Could be fuse, fuse holder, terminal lugs. New batteries doesn't mean they are good - have them load tested.
VALUABLE ADVICE: Never take anything apart until you've taken pictures and especially also labeled wiring.
