something odd there. Defintely sounds like your converter is bad if it's only putting out 9V, BUT...when you're genset is running, it should be working the same as when plugged in, meaning the genset is powering the converter which would charge the batts.
So if the converter only puts out 9V on shore power, it should only put out 9V w/gennie running.

X2 check the voltage on the converter, output while genny running if it is 9 Volts or intermittent, I would suspect the converter charger portion needs replacing. - LobstahExplorer

what is the make/model of the bad one
from 1975 i'm guessing a magtec 6300 series
