This info comes from my trucking days, 35 years ago. But if you're talking Detroit Diesel 71 series, they were all similar as they were all two stroke diesels.
Once when I ran out of diesel in an 8V71, a hand pump was used to get the fuel from the tanks up to the filters, engine and running. I don't remember the details. This may apply.
Also, in an emergency, I've used starting fluid to fire up an out of fuel 4 stroke diesel (Mack Maxadyne). It ran the engine just enough to get the fuel from the tank to the cylinders. I don't know that this would work with a 71 series.
Perhaps this will help a bit.
