Do Class A drivers need instructions before driving

I have witnessed many scary things while traveling and talked to so many A drivers that didn't have a clue of any mechanical systems.....or anything about anything except how to unlock the door. ...

Our governments don't have the funding to enforce the laws we have now. Food processing, pharmaceuticals, illegal drug trade, road maintenance, firearms and terrorist issues have all been News headlines recently for lack of funding.

I am not however suggesting there are not some scary drivers and vehicles on the road.
