Do Class A drivers need instructions before driving

Sit and watch drivers try to back into sites at an RV park. After watching many failed attempts I have come to the conclusion that yes there should be some sort of a test. I have seen electric, water, boulders, planters, trees and cars hit by drivers. What if these were people or children?

Also everyone with air brakes should know how to adjust and check them as well as monitor their air guage.
