I think you are being too kind to the overwhelming number of drivers. On a typical drive into Reno, I set my CC at the speed limit (70 or 65 depending on area) and the vast majority of vehicles on the road pass me, that is to include cars, trucks semi's etc. I witness illegal lane changes, tailgating etc. constantly. Add to that people who are driving and texting or talking on their phones and the number of idiots and morons is greatly enhanced. I think it is safe to say that we have all encountered the person entering the freeway at 40 when the speed limit is 70. Send them to class in the morning and by the end of lunch most have forgotten what they learned, after all, they have been driving for 30 or 40 years and have never been in an accident. One thing I have learned is that you can't teach stupid as most have inherited it and most work hard to excel at it.
If you want to teach/train RV owners/operators anything teach them how to maintain their safety equipment. That would be more beneficial to all concerned in the long run. But then, good luck with that.
