Do Class A drivers need instructions before driving

I have witnessed many scary things while traveling and talked to so many A drivers that didn't have a clue of any mechanical systems.....or anything about anything except how to unlock the door. ...

my friend "cheated" by just towing a low boy instead of a box trailer.
