I have a used shuttle bus based on the F-450 chassis with the V10 and 4.60:1 rear axle ratio. I have a GVWR of 14,050 pounds and GCVWR of 22,000 pounds. My base weight is only around 8,000 pounds, leaving just over 6,000 pounds for hitch weight and passengers before going over the limit!
I could install a massive hitch and tow just about any travel trailer, that is under 13,000 pounds. . .
However it does ride 'like a lumber wagon' and air suspension would be a requirement if you suffer from back pain. Or good air ride seating, or at least improved seating. I used to work for a city, and they had spring ride seats in the street sweepers. Something like that softens the ride a LOT.
