You'll have to decide on a moment by moment basis. Sometimes it's not the speed of the wind but from which direction it is blowing and if it is gusting.
We live in a very windy region and most of the "west" can be extremely windy any time of year.
Use your best judgement and experiences on the road. You will know when it's best to pull off. Do keep an eye on the forecast and plan for times in areas when high winds are expected so you can possibly delay things a bit. Keep track of where you are and safe places to pull off for a few hours or a day to let winds come down a bit.
We've been in winds up to 80 mph and everything below that. I highly recommend reconsidering being on the road anytime the wind will be sustained or gusting up to 40mph or more yet even in winds of 25+ things get tricky. It simply isn't worth the risk. Even if you can handle wind...your will drink fuel like crazy so financially not worth trying. We don't even venture out in a car or truck in winds like that for trips longer than just to town (8 miles away).
