Question??? Did you actually go outside and physically check to see if the heater is working on propane??
If I'm not mistaken, that light comes on only when the propane side is mal-functioning. It tries to light the flame several times and then quits, which is when the light comes on. The heater will still work on electric which explains why you have hot water.
