I lived in the DC area most of my life after moving East---you can work around the weather pretty easy as it only gets real bad a few days here and there. On those days its usually bitter cold and maybe, just maybe, it will snow. Just dodge the bad days. Cherry Hill campground in MD is as close as you can get to DC. KOA in Millersville, MD about 20mi out.
