Stay at Cherry Hill for the Washington, DC part of your trip and traffic won't be much of a problem since METRO will easily get you to most of the tourist sites. February isn't the best weather, but you'll avoid the crowds that come in the spring for the Cherry Blossom Festival and innumerable school class trips. Keep an eye on the forecast, could be quite pleasant or a foot of snow. Be prepared.
