There are not too many gas stations along the by-pass and I would fuel up either before or after Richmond, which offers plenty of easy in gas stations. Also you want to fill up in Virginia where the fuel is less expensive than in North Carolina.
If you are leaving Maryland over the 301 bridge, there are several fueling stations before you get to I-95 on the Virginia side. I somehow doubt that you are going to travel the 301 bridge South since most women, and most men, do not feel comfortable crossing that high narrow bridge. The toll going South is $12 with a toad.
We are well West of DC so we go via 81 S to Winchester and cut over via 50 or 66 to 17 to 95. We avoid the 270/495 mixing bowl like the plague. We also avoid the 295 Richmond bypass and go straight through via 95.
