New RV'er with a Class A motor home. It uses a 30 amp power. Can someone please explain going "down" from a 50a, and "up" from a 15a. I understand I can use a pigtail, 50a to my 30a with no problem...

If you need to plug your 30 amp coach into a 50 amp plug this will not blow up anything. A 50 amp plug has 2 legs of power and when you plug in your adapter to convert from a 50 amp receptacle (not step up or down) to your 30 amp plug it will only use 1 of the 2 legs given you the exact same setup as if you had plugged into a 30 amp plug. Your coach will have its own built in breakers that will keep you from overloading any of your circuits.
If you want to plug your 30 amp coach into a lesser circuit like a home 15 amp plug you use the same type adapter but in this case the home circuit breaker will limit the draw and the home breaker will trip if you try to exceed the limit of the plug.
You are never going to see more or less than 120V with either circuit which is why I said you are not stepping anything up or down.
