First check the pedestal or house wiring for an open ground or a revesed cable at the socket, then check the cable to the rv if 30Amp or 50Amp make shure that the correct wire code is followed to connect the cables to the rv, then check the power converter also for wiring connections.
When you get shocked or a tingling sensation goes through your body is meas that you are now a ground for a stray current, you are lucky that you are still alive.
If you are not comffortable with electrical systems, have an cualified electrician check the rv, some one that also undersatands not only Alternating Current but also Direct Current "AC & DC" current and voltage.
