Even if breakers look OK shut them off then back on one at a time. If you have a bad one it may need replacement as they do burn out inside. That shows by looking at the plastic encasement which requires taking breaker out. Otherwise check into starting heater with hand held long nosed lighter same time it is trying to ignite electrically. Of course low 12 volt battery will not allow igniter to start, but at initial switching it on, if propane lights it before valve closes you are all set.
