Entry Steps too high at times what do you use?

I have the opposite problem. I have the 3 steps and the bottom step is almost always flush with the ground. Once it was just about sitting on the ground. Sometimes they don't even come out if I'm parked next to a curb. But to change them out to a 2 step version is around $600. And from the measurements they give I may be short a step as some of you are saying.
