X2. The same thing can be called either a "clean out" or a "dump station". One gets the neighbors into a major fit (with every agency you can think of from the dogcatcher on up being sent complaints about it), the other is perfectly acceptable due to oak tree roots.
One idea for power is to have a dedicated "poop battery", perhaps an AGM so there is less venting. Charge it every so often when parked at hookups. The reason I have a dedicated battery is so I don't have to worry about tapping into my rig's electrical system.
