That is what they tell me. If you do not have an EZPass you will be billed based on license plat number for more than EZPass will charge. I still think the real reason is to collect tolls. In Massachusetts they have been trying to figure how to collect tolls from commuters from the South Shore. They collect from the North Shore through tolls on the Mystic River Bridge and the tunnels. West of Boston is Mass Pike.
