Indiana, as well as some other states forbid ANYTHING covering the renewal stickers on plates. The plate has to be exposed to the eye. A lot of times the police turn a blind eye to it. A lot of older people would get their plate in a plastic envelope and run the mounting screws through it so you'd see a faded plastic cover. Be a smart mouthed kid though and watch how heavy they can come down.
I don't mind paying tolls as if I use a road, I'll pay my fair share. I wonder if I can complain to the Federal Trade Commission as the moeny we have says "legal tender for all debts, private and public". I use plastic as little as possible and plan to avoid places with mandatory electronic devices. One shop across the Wabash river from me has closed up as most of the customers don't want to get an electronic pass system and it's too mich trouble to go around.
