A converter takes 120 volts AC to 12 volts DC. An inverter takes 12 volts DC to 120 volts AC in either a modified sine wave (a square shape) or pure sine wave (like what is in your S&B).
As for your house batteries not charging, I too would say that it is a bad converter.
