With no noise inside you should hear the fan running. Also the converter might be behind the breakers. No DC voltage could mean bad battery, bad converter, blown fuse or several other things. To check anything you really need a volt meter and understand how to use it. Volt meters can be had lots of places for under 25 dollars.
