When I did mine, I only cut out the top and bottom spacer material, leaving the assembly intact. I was able to tie a rag to a wire and pull it back and forth between the panes to clean them. Then I slipped new spacer in and applied the sealer. Some people apparently have had the fogging get very bad which seems to etch the glass. If that bad, you'll need new window glass.
Yes, one is very bad, but it's the one on the top, so it's better to have it sealed even if it stays a bit fuzy. It's full of water bubble now.
