I have the new style turbine pump on my 95 F53 Bounder and do not hear it.
If you are underneath the vehicle near the gas tank or remove the gas cap I guarantee you will hear it for 5-10 seconds after the key is turned from OFF to ON (not START). If not, check your hearing aid batteries.
If you don't hear it, check fuses and relays before dropping the tank. Even if you do drop the tank, verify you are getting 12V to the pump with a test light for that first 5-10 seconds. Back probe the connector without removing it if possible.
EDIT : I almost forgot ! The is a fuel pump "inertia switch" located near the steering column. It is meant to turn off the fuel pump in an accident. If it gets bumped, it might "trip". I can not say exactly where it is, but it should be black with a red button.
