The V-10 expansion tanks is indeed pressurized. The cap is much like a radiator cap and releases pressure when the threshold is reached. The tanks are prone to cracking as is the pressure cap. Your pressure test should have turned up a crack in the tank.... did they check the cap ? When you have a chance, you should replace the spring clamps with worm clamps as the spring clamps can break/loosen up at the most inopportune time.
If there is blow by on this cap you'll notice residue around the cap and on the tank. As the owner of a PSD I always keep an eye on the overflow/expansion bottle for this tell tale sign. The caps are 16psi and can be bought almost anywhere for less than $10. Replace mine very year.
