in my opinion, yes and I dont own a jayco. i had a four winds, which is now under Thor, but I thought the jayco interior and build quality was better. It was my first rv and I could not get a good enough deal on the jayco and was buying a smaller unit at the time. I actually have a forest river 3010 now and have been very satisfied, and like its layout and extras even better than jayco, but the floorplan that works for you best is whats important.
P.S. not sure about 2013, but when I looked at Jayco in 2011, they had "helper' springs that made the ride a bit stiffer, and rubber bumper stops between the frame and the box which was supposed to help ride. Forest River comes with manual firestone ride rite air bags in the rear to help with heavier loads. Four Winds does not have either.
