Yes, It is.
There are numerous electric dryers that use a 6-30 (230V-30A) receptacle.
I'm in line with the others. If OP stated he wanted a 30amp RV receptacle and the electrician wired in a TT-30 that fit his dogbone, then Electrician Blew It.
