Yes, It is.
There are numerous electric dryers that use a 6-30 (230V-30A) receptacle.
I'm in line with the others. If OP stated he wanted a 30amp RV receptacle and the electrician wired in a TT-30 that fit his dogbone, then Electrician Blew It.

Matt, you're right about getting an outlet with 230 volt, but that is ALWAYS the sum of TWO legs, not one. There is no way to put 240 volts of power on one leg in a home.
