Knowing how to use a voltmeter should be RV 101. Perhaps DH already knows that so you don't need to.. now.

Yah, things usually work better that way.
That said, if the socket provided to Mr. Professional Electrician was stamped 120v, then he's most likely the bad guy. But, that doesn't mean all the damaged stuff will be paid for by him a timely fashion. OP better hope he has good insurance. What a pain.
